glsl: tweak pre-processor to support Apple GLSL compiler

The Apple GLSL compiler cannot deal with empty pre-processor blocks such as

  #if GSK_GLES
  #elif GSK_LEGACY
gsk/resources/glsl/preamble.fs.glsl diff | blob | history
